The 2019 IEEE International Conference on Real-time Computing and Robotics (IEEE RCAR 2019) will be held on the spectacular lakeside of Lake Baikal, Irkutsk, Russia, August 4-9, 2019. The scope of this conference covers researches, developments and applications in dynamic and exciting areas of real-time computing and robotics. And RCAR 2019 will continue to offer an international forum for the researchers in robotics, mechatronics, control engineering and other related areas to share latest results, innovative applications, perspectives of future developments, and to explore the opportunities of cross-border collaborations. RCAR 2019 solicits submissions of original and high-quality research papers, tutorials and workshops in several topics including, but not limited to,

  *   robotics and intelligent mechatronics systems;
  *   sensing, perception and control theories and their applications
  *     image/video processing and their applications;
  *   selected frontier areas, such as soft robotics, artificial intelligence, computational biomechanics, etc., and their applications.



Submissions



RCAR 2019 solicits full-length and short papers which are of high-quality and original.

  *   All full paper submission should be six pages in length (or up to eight with extra page charge) and must be in the PDF format, compliant with IEEE conference paper requirements. And the accepted full papers will appear in IEEE Xplore and will be submitted to EI for indexing.
  *   All short papers should be one to two pages in length with Late-Breaking Results or research ideas. The accepted submissions will be decided to be presented at the conference as normal papers or as posters. The accepted short papers will be included in the conference proceedings. Since they are not considered as publications, they will not be submitted to IEEE for inclusion in the Xplore database.

RCAR 2019 also solicits Tutorials & Workshops submissions. All proposals are invited in the frontiers of emerging topics. All the submissions for Tutorials & Workshops will not be peer-reviewed and do not appear in the proceedings.

Irkutsk is the administrative center of Irkutsk Oblast, Russia. It is located in Eastern Siberia, about 5,200 km to the east of Moscow, 604 km to the north of Mongolia, and 1,657 km to the northwest of Beijing. Irkutsk is the grand gateway to Lake Baikal, which is the deepest and possibly the most ancient lake in the world. and has a truly exceptional and accessible culinary and nightlife scene.  Although Siberia is characterized by an extreme variation of temperatures between seasons, thanks to the Lake Baikal, the temperatures in Irkutsk are not as extreme as elsewhere in Siberia. August would be one of the most comfortable time, when the range of temperature is +24 °C to +11 °C. The weather would be mostly sunny with a very pleasant outdoor condition.



To hold IEEE RCAR 2019 in Irkutsk will be another tremendous event for fruitful intellectual and social interactions among colleagues and friends in robotics, real-time computing, and related fields.
